dates show as "lll"

I was wondering if anyone has seen this bug.  I am seeing it intermittently today on the Activity Stream and activity for specific issues, and I believe I have seen it in the past as well:

A. When I roll the mouse over "x days ago", a control tip of "LLL" appears.

B. For events that occurred more than 7 days ago, the event date appears as "LLL" rather than the full date, and the control tip is the same.

I don't have a solid answer for you, but check out this issue:

It seems to reference exactly the symptom you're seeing, but I'm not quite sure what the exact fix would be.  I'll see if I can find something more concrete.
