deleted jira issues without delete issue permissions

Hi,

User don't have the project permission scheme - delete issue permission but one JIRA user delete issues from the project, how this can be possible.

Could you specify who exactly can delete issues according to permission scheme. 

Maybe it is based on custom field valu, project role or group.

Project role or group membership could be changed.
