What is happening in Jira when you see this error?  Is Jira failing to startup when this happens?

I haven't encountered this specific error before, but I'm concerned about the stacktrace entries of:

at com.smartbear.collaborator.condition.ShowIssueCreateReviewBtn.shouldDisplay(ShowIssueCreateReviewBtn.java:63)

Natively, Jira isn't running this specific set of libraries.  I susepct that your Jira installation has a plugin to load this additional code.  It looks like this is the Collaborator plugin from SmartBear.    To see if this particular plugin is the cause of this problem, I would suggest that you stop Jira, navigate to your $JIRAHOME/plugins/installed-plugins/ and then move that .jar file that is for this plugin out of the $JIRAHOME directory entirely.

If you then start Jira again, it would load Jira without this plugin.  Perhaps then you can at least test to see if you can recreate this error in the logs or not.  

Also what version of Jira are you using?
