No, the layout of the field options is hard coded.

If you want to hack it, you can change the .vm that renders the field, but it's rather fiddly, affects all fields of the affected type (unless you hard code long-winded "if" statements) and a pain to maintain on upgrade.

Go to "Issues > Custom Fields > YourCustomField" then configure it. You can re-order it from here.
