importing json

I am importing json and i want to import comments. history, also task hierarchy (task, subtask)
and relationships like blocked by or blocks .
1. I am able to create users but i donot get names of users in comments, history it cannot find those users.
2. Can any one tell how to create 

hierarchy (task, subtask)
and relationships like blocked by or blocks .
