is it possible to give permissions to certain users to only edit an issue from a certain status onwa

I know we can create a new security level for this.

For example, 

E.g. the ticket is in the status "final review" and only now a certain person has access to the ticket? In the previous status there is no visibility.

How can we do that?

Hi Dhruv - Welcome to the Atlassian Community!

The only what you are to going to be able to do that is to set the Security Level when it transitions to the Final Review status. 

You should be able to do that using Automation For Jira.

If you want to restrict edition on a particular status you need to word with workflow propertie :

Or, like you said use issue security to hide the issue from a set of user
