I want to add a tab specifically for testing (per the attached screen shot) to the default issue template (now called issue "scheme"?) - is that possible?JIRA_test_tab.png

Yes, with an addon.  Each one of those tabs is an addon which goes into the issue and pulls data out and/or allows further actions 

(Not sure what you mean by "now called issue scheme" - JIRA language hasn't changed recently, other than the renames of Greenhopper, Bonfire and Plugins, schemes don't have anything to do with this, and there's no such thing as an "issue scheme")
