some users not showing up in the list when I try to tag them in comments

When I try to tag a user in a comment with "@" it does not show all users in my organization anymore.  This was always working with version 6.4.9, but we just recently upgrade to 7.1.4 and now it doesn't work when I search for some users, I can't find the pattern for those that work and those that do not work.

I'm not sure it's a permission thing, but I will check.  I'm an admin for the whole setup and it happens to me, and it doesn't happen to all users that I try to mention, can't find the pattern on why I can mention some and not others, but I can assign those same users to a ticket.

Check to see that the group that your users belong to have Browse Users permission set under Global Permission. They made changes to the permission scheme in 7.0.x
