unable to add subtask from greenhopper view even though it works elsewhere.

Sub-tasks are enabled. Looking at an issue in JIRA, I can create a subtask from the "More Actions" menu. But when I look at the same issue on the Greenhopper planning board, I don't see the "Add subtask" option in the issue's action menu.

On a different project in the same JIRA deployment, it is working fine. I've compared the two project's configurations and I can't tell why one is letting me do this and the other isn't. Any ideas on what setting might affect this?
