Need to set a validation in the workflow to check whether time is logged in each story and sub task 

Do we have an option to check whether the time spent in workflow validation ?

You can use the field required validator to make the Time Spent field required.

You can use the reporting features of Time in Status to monitor the time spent on each story and sub-task. With add-on, you can track the time spent in each workflow status for all issues, including stories and sub-tasks. This helps you see how much time has been logged or spent in each status before moving forward in the workflow.

While it doesn't block transitions based on logged time, you can regularly review these reports to ensure compliance.
