why is market place unavailable for Jira 7.0.7

On our DEV system I've upgrade from JIRA 6.1 to 7.0.7, but add-ons tells me the market place is not available. I need market place to install missing plugin. What gives ? Is 7.0.7 stable or should I down-grade to 6.4 ? Please help me fix this problem

Where did you get that JIRA version? Can you try JIRA 7.0.5 here https://www.atlassian.com/software/jira/download/?
