Dear all,
I am having a role as site admin, but i cannot use the feature to login as another user, even though the user i want login is not site admin, just a regular user, where can i check the permission?

Are you using managed users? Can you log in as any other user?

Click on Settings > User Management.

i have this 3 option when i click user, all user are shown, and when i click managed accounts, it's locked

Okay, so go to the Users. Then search for the user you want and click on them to bring them up.
Then under the product access, click the 3 dots to the right of the product you want to login as. Do you see Log in as user there?

If they are not an Org Admin or have User Access Admin permissions and you are an Org Admin, then I would open a support ticket with Atlassian to find out what is up.

Are YOU an Org Admin? You must be an Org Admin to be able to log in as a user. Not just be a Site Admin.

So according to the article, since you are a site admin, you need to follow the steps as mentioned beneath heading 'Original user management content'.
