Cannot drag & drop in Planning Board

I cannot drag & drop in the Planning Board view. Sorting is done by rank. Also, I have admin rights for the project. Yet I still cannot drag stories/issues. I don't even see the dotted graphic on the story/card label, which I see in Task Board where I can drag & drop cards from one state to the other (say, In Progress to Done). Any ideas why that is?

Is the project configuration having 'Schedule Issues' permission to be used for prioritizaton and your account do not have this?
