I am unable to install on JIRA 7.1.  is there a timeframe for when it will work on that version?

I was going to update soon so good to know, I'll hold off. I don't understand why such a powerful feature isn't part of the base product.

JIRA 7 says it's incompatible (installed it manually), but the site says it's compatible with JIRA 7. What is it now?

You need to install it from Marketplace, JIRA 7.0 is supported from version 2.0.0 of JIRA Automation plugin

The Automation Plugin is Open Source and the source can be found here: https://bitbucket.org/atlassianlabs/automation/

The issue tracker has an open ticket for JIRA 7 support here: https://bitbucket.org/atlassianlabs/automation/issues/81/update-plugin-compatibility-to-match-jira#comment-None

According to the comments in the issue above, support is definitely planned, but may take some time.

I assume they will accept reasonable pull requests
