Space Admin - Restricted Pages

This question is in reference to Atlassian Documentation: Purging Deleted Pages

If you just remove the page, the page still shows on the Space Admin - Restricted Pages section if there are any view/edit restrictions on the page.  Assuming once the page is removed from the trash, it will no longer display on the Restricted Pages screen either?

That should be correct, Peter. Once the data for the page would not be related to the Confluence content, it should not be displayed as a possible reference. 

However, if you do have some unexpected behaviour and the page is still there, you can consider re-indexing the instance (Confluence Admin > Content Indexing) to see if it will change it.
