Can someone give a little more explained example. I need to set a custom fiedl "check" within a project and prevent a new issue to be created if that particlar field value exist. Maybe this is not the best tool but seem like it. But am puzzled what the JQL statement supposed to contain.

OK so I figured out ... for my purpose jql simply project=PROJ

or whatever the project key will work and doesn't allow the creation I am happy.
