Log in as user button missing

I'm trying to impersonate another user, with normal user permissions, in our instance, but for some reason the 'Log in as user' option/button is missing in our Atlassian cloud instance. I'm org admin and site admin, using both JIRA and Confluence with Access. What am I missing here?
