Process to manage Jira and Confluence license

Hello,

I am looking for good process in managing the jira and confluence cloud license such as if you use the itsm app for user to submit product access request, upon manager approval, the requestor will be added to the AD group which is synced to cloud that is granted product access? Any advice is very much appreciated.
