Setting up SAML with Okta without enforcing it temporarily

Hi,

I would like to set up a SAML connection between Atlassian Cloud and Okta, but wait a few days before enforcing it on my users (in the relevant authentication policy)

What exactly will happen in terms of authentication policies and how will it affect my users once I fill in and save the SAML configuration on both ends (Atlassian and Okta) ?

Can't I decide on whom to enforce Okta SSO manually for testing before applying to org-wide?
