We are considering using statuspage to show our customers how our services are doing, what maintenance we have planned and communicate about incidents. We have some services which are tenant specific but we cannot communicate those tenant specific services on a generic statuspage. To solve this, we are considering using 1 generic statuspage which shows the status of the services tenants share and separate statuspages for the services which are dedicated for a tenant.
What is the billing model which applies here? Do we pay for every single status page?
Each page used to be paid separately and I believe this is still the case. For your tenant specific need, I would look into the Audience Specific page which allows you to setup services per tenant and report on them individually. That will allow you to send notifications to folks that are effected without notifying folks who aren't impacted.

Indeed the audience specific page seems like a solution, unfortunately more expensive than I would have hoped. We can have multiple individual status pages on the hobby plan for the same money or less.
