Upgrade from free to standard - it says I need 2 standard licences

Hi

I wanted to upgrade from free to standard, but it keeps on showing me "2 standard licences" (each 60 USD) so it equals 120 USD which would be premium. I can't change the number of licences and I don't know why the system wants to sell me 2 licences.
