I'm looking to create boxes within a new page that can have text entered in to them and committed. I want this to be editable by users without having to edit the whole page (as I don't want them messing with the formatting or having access to edit the form other than to enter text).
Normally I would have created a form, but Cloud doesn't allow for creation in any meaningful way (a major issue IMO) or even a text box in which they can input their information.
Most frustrating is that I can't even give the ma box to insert their usernames and the date on which they sign off on the project.

You can use the HTML macro for Confluence Cloud to add HTML and JavaScript form elements or the Scaffolding or Adaptivist Forms macros.
Confluence is a wiki, not a form based tracking tool. Without addons (which are not available on Cloud) you can't turn into that. I'd recommend that you use JIRA for your authorisations - the tight linking between JIRA and Confluence on the Cloud would make it relatively easy.
