Browse users and groups to public

Hi

we have an issue where we ask a user to use a portal form to choose a manager from a user group list. Some users are seeing the list, some partially, some don't. Iv'e been told to grand the permission to Browse users and groups to the group of user that will select it. However, this form is used by all our AD sync employees, which is a lot.

We don't have a dynamic group that includes all users. If I share that to the "Public" setting, is there a security risk?

Nothing is opened to the public. You have to be log in to use the portal.
