Date & time Field Not Working Properly

Hi Guys,

I have a question to you regarding the Date & Time field. I want to capture the start and end date in the request form by their exact time. So if my customer wants this task to be done at 03.12.2020 01:15 PM, they should be able to type it in, right?

The field that I use doesnt allow them to do this. They can only write time like 12:00 or 12:30. Any other minutes is not allowed. The funny thing is that the example they give is 03:04 which is not possible to enter :) 

Can you advice me if this is a bug or not?

Since the new issue view was released, including the new customer portal, the Date Time Picker doesn't work correctly and only shows 30 minutes interval.
