We have huge number of records to move from one issue to type to other however bulk update is limited to 1000 users, we want to increase the limit.
I don't see jira-config.properties files in home directory, added with the below statements
jira.bulk.edit.limit=3000
jira.bulk.edit.limit.issue.count=2000
but still limit hasn't changed.
Please share your thoughts

I think you should
Remove jira.bulk.edit.limit=3000
I think this property is invalid and might cause conflicts.
Restart jira when changed.
Verify if the new limit is applied.
Go to Jira Administration → System → Advanced Settings.
Search for the property jira.bulk.edit.limit.issue.count.
Confirm the value is set to 3000.
Be Sure the File is in Home directory , not Install , contain no extra spaces and so on and is utf-8. Path you will find
Go to Jira Administration → System → System Info.
Look for the "Jira Home" path.
