We have recently upgraded to Jira Service Management Premium. We have 2 Service Projects under that, but its hard to understand if we are charged per Service Project (which i believed we would be) or if we are just charged per user count and we can have multiple service projects under Jira Service Management.
I dont want to create another service project if we get billed for it.

Right now there are no limits on the number of projects and you are not charged per project but per Agent. Atlassian is imposing some limits next year - you can see the announcement and limits here: https://support.atlassian.com/jira-cloud-administration/docs/data-limits-and-guardrails/
The quick answer is Projects: 8,400 projects per site.
You are charged based on the number of agents that you have, not the number of projects. You can learn more about the licensing if you go here and check out the FAQ at the bottom.
