How to handle Unable to invite deactivated accounts error?

Hi, is there anyone can help me about this error?

I am inviting a new Jira user with different domain, and this is a normal thing in our company. I have already deleted lots of suspended users and having enough free user I think. 

However, error below is persistent. What is causing this issue?

It's possible that the user with the provided email was already invited to the organization and later suspended.

Please follow this guide to check if the email is suspended: Restore suspended users in Atlassian Cloud

Was the user added to your organization previously?

Could you please try searching for them in User Management? Make sure to remove all filters before doing so:screen.png
