Hi! I am hitting a wall with sharing a filter with logged in users that are NOT licensed agents on a JSM project.

I've tried adding the group to the filter share
Nothing works. Is this because the users I am trying to allow to see the filter are end users/customers and not licensed agents or team members?

No, the user will not be able to access the filter if they do not have a license. If they have a Jira license they should be able to see the filter if you share it with them AND add them to the Service Desk Team project role for the project. They do not need to be an Agent.

Indeed, filters are only visible to licensed Jira users. If you need to share more advanced or customizable issue lists with unlicensed users, you’ll need a third-party app.
You can have a look at our app Advanced Portal Reports which allows portal users to see reports based on JQL filters directly in the portal without needing a Jira license. There is an option for the admin to create a view with predefined filters and share it with the customers on the portal.
