403 Error when accessing Operations settings

I'm unsure why this is happening and my search for similar issues didn't come back with anything similar, but when I try to access the Operations settings in our production instance, I get the following:

However, with the same setup in our Sandbox, I can see the page normally. What permissions/roles would normally provide access to this page?

On production, do other options from Jira admin settings work normally? Have you cleared your cache and start in the incognito mode?
