429 - Too many requests. Has something changed in Jira.

I know that when there are many requests running at the same time, this issue comes. 
But there is no much requests, and still we started getting this issue.

Please let us know if anything has changed in Jira Cloud recent from 21-October-2021?

This could be a site-specific issue?
The best would be to raise a Support Ticket and get the team directly involved.
