Actions Drop-Down displays odd graphic

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

When I'm in a Jira ticket and click the Actions drop-down button, it displays a graphic that seems to be trying to convey information. I'm baffled by the design decision behind this. Never in decades have I seen a drop-down button do anything except display selectable (or grayed-out) options. In this case, the following graphic appears. What is it trying to tell me?

Welcome to the Atlassian community.

This Actions button relates to the Automation for Jira function. If you had sufficient permissions to create/edit Automation Rules you would see these options:

If Automation Rules had been created that were able to be triggered manually and to allow any user to trigger them, you would see a list of those rules, similar to this.
