Do you want to create the contacts as Jira users so you can name them as reporters/assignees/other and have them use Jira? Or do you want something more like an address books (maybe a project where 1 issue = 1 contact)

The easiest way to do this would probably do a dummy import.
Create a simple CSV sheet with two columns - the first one can be a simple incrementing number, and the second column should contain your email addresses, one per line.
Then go into Jira and create a new project (with a silly name and key, one that you'd never use in real life), and create your select-list field and make sure it is on the "create" screen for your new project (as well as the other project(s) you want to use it in.
Then, as a full admin, import your CSV into the new project, mapping the number column into the issue summary, and the email column into your new email field. The most important bit is in the mapping options - you do want to map the new email field, but you want to select "create new options"
After the import is done, you can delete the new project. This will leave you with a select-list full of emails as options.

I'm not quite sure I understand what you're trying to accomplish. What do you want to do with these emails or contacts? Do you want to use them to create user's or are you just wanting to store them somewhere so you can reference them in someway in the future?
If you want to use the list to create users I might recommend that you export them out of your email list into excel and then create a CSV file for import.
