Adding new flag types

Hello all! We planned to start blocker clastering. To make it possible we decided to create few new flag types, one for every blocker type we have. But we can't find how it can be done. 

Is there any instruction or if it even possible to do?

We can use "flagged"  field in issue layout. which can shows in sprint gadget to identify the flagged items.

We can Flag or Unflag items only, we can't customize these types by default.

Then, how teams manage to analyze their blockers? It's huge amount of handwork. Maybe you can advice something to me?

the above a sprint health gadget on my dashboard.

"Highest Priority" items are displayed in "Critical" section.

If anyone facing a problem with Story, bug , task and etc. we flag the item. those flagged are displayed in the "Flagged" section.

while starting the daily scrum , we start with sprint health gadget. and start analyzing these two.
