Advanced Roadmap Issue hierarchy

I'm walking through all the documentation I've found here in order to build a hierarchy that will allow me to group Epics across Projects for enterprise reporting purposes. Whenever I go into Advanced Roadmaps Hierarchy Configuration, something is stopping me from re-ordering the levels so that an Epic is subordinate. I've used the out-of-the-box Capability issue type and created my own Initiative type. I can order any issue type I've added in, but only below the Epic. 

What am I doing wrong?

The three lowest layers cannot be re-arranged, because you'd have to rewrite Jira and all the apps for it to support it.   You can only add or remove issue types from the Epic layer, and re-arrange the layers above it.

If you want to move Epic further up the hierarchy (SAFe suggests Epic -> Feature -> Issue -> Sub-task, so it comes up a lot with large places), you can rename Epic to something else, add a new issue type called Epic and then include that in a higher level.
