I have projects with assigned licensed users and need to provided reports and information to non-users who have access to an internal server.
I wanted to integrate Jira so some non-users can see report and issue information. Is there an anonymous type user that can be set up for this type of use or do additional licenses need to be added for each person in the company who wants to see data inside Jira?

Permission on Jira is based on project. For a specific project, you can give public access for "Browse Projects" from Project Settings --> Permissions (left-hand menu). The issues and reports will be visible to anonymous users.

I understand you want to provide anonymous access for some users on Jira Server. We have steps to do this over in Allowing anonymous access to your project. In particular, the classification is called 'anyone', granting Browse permission to that 'anyone' will make that project visible even to anonymous users.
