Is it possible to set automatic Timer to an issue and give 24-hour to a user? When issue is Closed the timer will be stopped and Manager can see and check how much time a user is spending on an issue.

this is a feture provided by JIRA Service Management. SLA allow you to define this metrics.
For JIRA Software you can use one of the third apps existing on the marketplace such as :

It provides exactly this.
