We have 3 JIRA next gen Projects that make up our platform components (Web, Mobile, Backend), and we want to make a fourth project to house the higher level features as epics, that would then have all the children stories from these other three projects linked.
Currently however, when I try to link a Story from another project to an Epic in another, JIRA seems unable to find them/build the link. Am I doing something wrong, or is this functionality not currently available?

Welcome to the community.
Team Managed (a.k.a. next-gen) projects are intended to be completely stand-alone. None of the information for a Team Managed project is shared with other projects - not fields, not issues, not workflows. You cannot set an issue in a Team Managed project as a child of an Epic in another project.
To do what you describe would require you to use Company Managed projects instead.
