First, you say "Administrators and myself" - you can do that in permissions.
The second option is to use workflow properties - if you add jira permission properties to status, you can remove the right for some people to (re)assign the issue while it is in that status.

These are not directly complementary permissions, but they do work on the same field. You can have people who can only assign issues, but not select themselves, and others who can be assigned issues, but not change who the assignee is.
