Conditional Statement not working

I am trying to get this conditional statement to work

{{#issue.customfield_11131}}
{{#=if (equals(id,"13603"))}}<a href="https://www.google.com/">Test</a>{{/}}
{{/}}

It doesnt return anything, even though I know that one of the ids is in the list. The field is a multi-select field. I have tried basically the same code but using the value property and it works. But I would prefer to use the value could change in the future.

Any help is apprciated.

Thank you. I was trying to reply to the first question but the forum would not let me post. It was giving some error about an html link. So I created this one to try and get an answer.
