Is there a way to delete a notification scheme on jira cloud , because we have changed it and associated the projects with the new one and we want to delete the previous but althought there are no projects associated with it ,deleting it we receive the error'' you cannot delete the default scheme''

The defaults cannot be deleted because they are needed for when you create a new project - you have to have default schemes for them.
I'd suggest changing the default schemes so they are most compatible with your desired behaviour, so that new projects start off with a useful behaviours, instead of changing every project to a new scheme every time.

You'll need to change it project by project. That's why I recommend changing the default schemes to a standard that you want for most projects.
