Could you please provide us more details on what kind of changes/management you would like to implement to your projects?
Also, I see your question is tagged as Jira Server. Can you confirm if that's the environment you are currently using? Or are you using Jira Cloud?
To manage any possible details in a specific project, you must have the Administer project permission. As a Site-admin, you can add yourself and other users to that permission by navigating to your Project > Project settings > Click on Permissions at the left sidebar.

About the two examples provided (Project details and sidebar), follow the steps below to change your project details:
It is not possible to reorganize the menus and options you have in the left sidebar of your project, however, you can click on "Add item" to add a shortcut to any useful features/pages for your team:
