Desejo criar um gráfico de velocidade, que calcula velocidade do time. Uma visão da evolução, entrega, velocidade, estimativa, desde janeiro na primeira sprint até agora na sprint 83.

If I understand your request, you want to view a velocity chart on your project of the recent sprints.  If this is a Jira Software project, then this should be possible.  More details are in

I'm not sure what kind of project type you have here.  You should be able to tell if you can see the left navigation menu at that project URL you listed.  It should show you the project type at the top (Software, Business, Service Management, etc), and it should also show you if this is company-managed or team-managed at the bottom like so
