Despite what @Bill Sheboy and @Nic Brough -Adaptavist- have said, I think that there is no definitive answer at the moment (and this is coming from someone on the Advanced Roadmaps team). Jira Align is definitely currently more equipped for you to use SAFe, but as integrations between Jira and Jira Align deepen over time, who knows what will happen over the longer term. It's safe to say that you shouldn't expect a out-of-the-box SAFe configuration option for Jira in the next few months. It really depends what kind of time frame you're considering and it's incredibly hard to predict with any certainty what might happen in the longer term - for example, when we were releasing Portfolio 3.0 on Server in April 2019 we had absolutely no intention that we would be re-releasing it on Cloud as the rebranded Advanced Roadmaps 12 months later.

As @Bill Sheboy mentioned, you can combine Jira and 3rd party plugin to create a SAFe system that fully supports your organization's requirements.

No. Jira will not become a SAFe-enabling application.
But.
That's because Atlassian have Jira Align. That supports SAFe and is built to sit on top of the tooling you are using for day-to-day issue tracking and development, such as Jira.
To make Jira fit in with this, Atlassian only really have one thing to do - enable the ability to rename "Epic" as "Feature" without breaking stuff. Once that is done, Jira + Jira Align is a fully SAFe system (and, not just SAFe, there's other Agile methodologies that Align works for)

First a disclaimer: I am just a user of Jira Cloud, not an Atlassian employee, and have no specific knowledge of their roadmap plans.
I would forecast the answer to your question is "no". The Premier license level of Jira adds more advanced planning functions, including additional issue type levels, like Initiative, and advanced roadmaps. And there are marketplace add-ons for purchase which add some specific frameworks' support; so, it is unlikely Atlassian would add a feature for something like SAFe support when a vendor provides it.
