I have a data center instance of Jira.  Does Insights work with EasyBi?

Do you mean Assets (previously known as Insight)?
eazyBI does have integration with Assets, and you can read about this integration in our documentation: https://docs.eazybi.com/eazybi/data-import/data-from-jira-apps/assets
