Its not really out of the box possible as you can see in this issue: https://jira.atlassian.com/browse/JRASERVER-22508
But there are ways to have as syslog deamon to push it to a central server or to use logstash to gather the logs and send them to an elk stack.

so i guess currently there is not really support for Jira to syslog.
