Dual authentication system for external users

Hello community,

I would like to implement a dual authentication system for external users belonging to specific domains. I tried to do this through admin.atlassian/Security/External users/Add test policy, but I couldn't add more than 5 users, couldn't add them by domain, and couldn't delete this test policy.
