We added it as a watcher to the project with Global Automation.
When we link the issue via the Service Desk, the person who is the Watcher for the relevant project does not receive an e-mail about the issue.
How can we send an e-mail notification when the issue is linked to people in Watcher?
We have added All Watchers in the notification scheme, but when an issue is created (issue linked), the mail is not sent. Only the person who is assigned is sent an e-mail.
We gave the role of Technician, issue linked e-mail is going. When I remove the role, the email does not go. Why?
Do I need to assign Technician role in more than one project?

You can create a quick automation rule to do this.
In the TO field you can use the smart value: {{issue.watchers.emailAddress}}
This would send an email to all watchers.
