the product owners requested for two things
1) In labels can we add T-Shit sizing like S, M L, Xl
2) IN description can we already have populated subtitles like Why,What and How?
is it possible to achieve this?

You can solve this pretty easily using the next-gen project type.
If you use next-gen go to project settings - issue type - and there you can edit desired issue type and edit default filed values.
If you want to use a classic project you'll need to use a plugin for issue template or automation, since default value edit is still not available for classic projects, you can vote it here.

Thanks for the response. But we already have existing project which is not next-gen type. its a classic type.
Also can not use plugin. is there any chance to edit the configuration.

You can use automation, it's included in Jira so no add on is required.
When creating a new task you can leave the description blank, automation will edit it after creation.
