I have a custom field, "Testing By" in company-managed projects for which I'd like that person to be notified by email when they are assigned. I'd like these people to be notified automatically rather than have them adjust their personal settings. This is a setting that has not worked to notify the person in Testing By:
Is this better handled with an automation rule?

That notification is specific to when the Assignee field is set. It doesn't notify people when they are set in other user picker fields.
You could set up the automatic notification using an Automation Rule. Are you familiar with those?
