Error message when uploading to a project

The first header row of the CSV import file contains following errors for the field name 'PK!�c��
�[Content_Types].xml �(����n�0E����D'����E�.�I�nqd�ڑ��#��6����9�wF��z��': 'brackets mismatch'

The above error message is what I am getting when trying to upload requirements to a project. 

What does this mean? Thanks

The file you are giving it is not CSV.  It's not even text (CSV is text with machine-readable formatting, as is XML and so-on).  This file is a binary, it's not CSV
